We already have a workspace stop and start times on the workspace page. Can we add a plot to show the historical trend of start/stop times?

It can tell if the builds are becoming faster or slower over time.

We can also add it to the Template insights page to show the average start/stop time history across all workspaces from that template.

Must Have

• Add to individual workspace page
• Add to the template insights page to aggregate over all workspaces of that template

Nice to Have

• Allow filtering by user or displaying for all users to see if builds are slower for some users.
• Allow filtering by parameters (e.g regions to see if some regions are slower)
