Context

Air-gapped installations could wish to turn off registry integration altogether. We should provide a deployment configuration flag to turn off integration.

Suggestion

Add a flag CODER_DISABLE_REGISTRY_INTEGRATION that will turn off integration with the regsitry when set to true. This should default to false for all new installations.
