CLI uses lots of CPU when connected to a network with no internet access #10932

i've noticed an interesting thing recently when connected through coder on my mac. if i somehow end up on a network that doesn't have internet access while the coder session is open, it'll spin up and use massive amounts of cpu until the internet access is restored, or i drop from the network entirely

specifically this setup happens when i'm using a VSCode remote connection and the coffee shop internet i'm on decides to kick me after 24 hours. so i'm still connected to the network, but it doesn't let any traffic through. that's the only time this happens. if i disconnect entirely, it stops, and once internet returns, it stops
