Description
The submit button on the workspace parameters page is enabled even when no parameter changes are made. This button triggers a workspace restart, so submitting incidentally can cost significant time.
We should just disable the button until at least one parameter is modified.
Note
Only a problem on workspace -> settings -> parameters, not the creation form.
