Users are often left in the dark as to why an agent disconnect has occurred. The cause of eviction from their workspace could be resource constraints, SSH disconnects, or other issues, but they have no way to diagnose. If we could generically capture the cause of an agent disconnect and log it back to administrators, they'd have the chance to resolve issues more quickly problems.

Ideally, we could expose the cause directly to the developer who's been evicted. This could be enabled by OOM/OOD alerting (#15746).
