#18599 discusses how we should fail fast if we are unable to dial the coordination endpoint when starting Coder Connect, but there's also no UI feedback if an existing Coder Connect session fails to dial that same endpoint.

Rather than stop and teardown the VPN, we should indicate in the UI that Coder Desktop is attempting to reconnect to the Coder deployment.

One approach might be to gray out the list of workspaces, and display an indeterminate spinner with a message that Coder Desktop is attempting to reconnect. This will require the tunnel to send status updates as to whether it was able to dial.
