Now that checker.isTypeAssignableTo is available & in use (#7936 -> ... -> microsoft/TypeScript#56448), I'd love to have us talk about this in blog post form. I think it's cool & useful information for folks to know.

• What is the assignability API?
• Benefits it can bring to lint rules
• Why were we hesitant to add it at first -> it becoming "safe" to use
• Our first 2-3 lint rules / rule features using it - at time of filing...
