Implement default set of organization roles of user admin, template admin, and auditor. Most site wide role assignments will be moved into the organization scope to reduce a user's authorization scope to a specific set of resources.

Multi-Organization is to allow self serving and self support of Coder resources within an organization. These defaults come from the site-wide roles supported today, which have proven to support a large set of use cases.
