Closes #15021
Adding the pages to manifest under Administration --> Setup
Moved these into tutorials as these guides are written as tutorials.

Moved the existing web server documentation for Apache, Caddy, and NGINX into a newly introduced "reverse-proxy" directory structure. This change clarifies the role of these servers as reverse proxies. Relevant links and paths in documentation have been updated to reflect this new structure, ensuring consistent terminology throughout the documentation.
- Relocate Apache, Caddy, and NGINX reverse proxy setup docs.
- Remove embedded config examples, referencing tutorials instead.
- Streamline tutorials for easier setup guidance.
