Hi,

This updates the Visual Studio build documentation by:

  • Converting to MarkDown (and so use UNIX line endings, to be consistent with the rest).
  • Add info about ARM64 builds, which we supported for some time.
  • Mention also about CMake and Meson being supported for Visual Studio
  • Some minor refinements.

Convert the README.txt to MarkDown format so that it is easier on the eye in
terms of formatting, and update some of the info:

* ARM64 is actually supported
* Move the part on static builds as appropriate
* Some other minor tweaks
Let people know it is also supported to build libsigc++ using CMake or Meson
with Visual Studio and the tools required for builds directly from GIT
checkouts
